Will it help with dark circles?

It depends on what causes them. If your dark circles are mainly discolouration, niacinamide can help the area look brighter and more even with steady use. If they come from shadows under the eyes or puffiness, an eye cream will not change them much, and concealer will do more for them.

Can sensitive skin use it?

Often, yes. There is no fragrance in the listed ingredients, no retinoid and no exfoliating acid, and Haruharu Wonder say it has been tested for sensitive skin. It does contain Korean pepper, lichen and pasqueflower extracts and wheat amino acids, so patch test first: the eye area is delicate.

Will it sit well under concealer?

It is a light, milky cream that absorbs quickly with a non-sticky finish, and Haruharu Wonder suggest it as a hydrating base before concealer. Let it absorb before you apply makeup.

Is it rich enough for very dry under-eyes?

It is a light cream rather than a balm. It contains sunflower seed oil, glycerin and sodium hyaluronate for hydration, so it suits most dehydrated under-eyes, but if yours feel very dry and tight you may want something richer at night.
